The Bill (Reg. No.3263) refers the posts of heads of executive bodies of city councils (cities with district division) to the fourth category of offices at the local self-government bodies.
The Committee members upheld "the necessity to eliminate gaps in the regulation of a legal status of offices at the local self-government bodies". However, they introduced a number of remarks concerning the Bill.
Thus, the Bill exploits the general concept of "executive bodies of city councils" set up in the city districts, although pursuant to Article 11 of the Law "On the Local Self-Government", executive bodies of the councils include departments, offices and other executive bodies that can be executive bodies of branch or functional competence.
